Viktor Lagutov is the Head of the Environmental Systems Laboratory at the Department of Environmental Sciences and Policy, Central European University (Budapest, Hungary). He holds a Masters Degree in Applied Mathematics from the South Russia State Technical University (Russia) and MSc and PhD in Environmental Sciences and Policy from the Central European University (Hungary).

His research interests are focused on environmental modeling and spatial analysis with special emphasis given to river basins  and water security. Prior to joining CEU in 1997 Viktor was working in a number of environmental and research organizations. Since 1999 he teaches at CEU on various aspects of environmental modeling, Geographic Information Systems, river ecosystems, biodiversity conservation, and associated socio-economic activities. Viktor Lagutov combines teaching and research activities at CEU with practical environmental protection and academic outreach projects. He is a founder of several nongovernmental environmental organizations in Russia working towards sustainable development and integrated water management in transboundary river basins. He was a Board member of the Freshwater Specialist Group of the World Society for Conservation Biology.
