ICTs for Disaster Risk Reduction

This project is exploring obstacles in diffusion and implementation of innovative Geospatial and Information and Communication Technologies (ICTs) in community flood risk mitigation, prevention, response, and recovery. The aim is to identify existing issues in adoption, adaptation, and application of ICTs for community flood resilience and develop recommendations to tackle these challenges.

In the modern changing environment, where the probability of extreme events is growing, the enhancement of this aspect of community resilience plays an important role. At the same time, the various innovative tools and applications relevant to the disaster risk reduction are appearing and constantly developing. In this research, the existing relevant ICTs will be systematized, the challenges in the flood risk management in supporting community resilience will be identified, and recommendations to resolve such problems will be developed. The applicability of the relevant ICTs at different phases of the disaster management cycle and the existing issues will be explored.

The absence of the common interpretation, moreover, the gap in our understanding of how ICTs should be developed, how they should be used, and how we can assess the results of the technology application, is recognized as a serious issue in the field of disaster management. In order to ensure deliberate data-driven decision making in securing community resilience, there is a need to establish a connection between the developers of technologies in disaster management and actual end-users, to help them make better-informed decisions, knowing each other’s actual demands and issues.
